On 30 January 2008, the Ministry of Finance of the Republic of Iraq posted a Request for Information (“RFI”) on the World Wide Web at http://www.eyidro.com, inviting the registration of commercial claims against certain Iraqi obligors outstanding as of 6 August 1990, including claims against Rafidain Bank and Rasheed Bank. The RFI is not directed towards claims that were tendered in Iraq’s previous debt restructuring program that concluded in July 2006. Only claims that were not cancelled under that prior program may be registered now. Interested persons should consult the definition of Specified Debt on the website and register if they hold claims that may meet the eligibility requirements. Once registered, a holder should respond in accordance with the posted instructions as soon as possible and no later than 15 March 2008. The Ministry of Finance has retained Ernst & Young as reconciliation agent for this process. Questions about the RFI should be addressed to the Ernst & Young Iraq Debt Reconciliation Office.
